The first pedestrian town centre in Britain, and what that costs you
Stevenage town centre was the first purpose-built traffic-free shopping precinct in the country, modelled on the Lijnbaan in Rotterdam and built on a scale nothing in Europe matched at the time. It is a genuinely important piece of post-war planning and it is also, for a strip out, the single hardest constraint we deal with anywhere on our patch.
Traffic-free means exactly that. There is no pulling up outside the shopfront, so a shopfit comes out to a service area or a loading bay and everything travels the last stretch by hand or on a barrow. It is entirely doable and it takes longer, so we would rather price it properly than discover it on the morning. The industrial units on the edges of the town are the ordinary loading-door version by comparison.

The recycling centre on Caxton Way is a household site. Hertfordshire County Council does not accept business waste at any of its recycling centres, and a registered business address cannot hold an ePass in the first place, so there is no route in even before the gate.
The county council's own terms put businesses, charities and other organisations in the same excluded sentence, which is worth knowing if you run a charity shop in the precinct and had assumed you would be treated differently.
So a commercial clearance from Stevenage goes to a transfer station. It is loaded, taken away and disposed of, and what can be recycled is recycled, with the load size and the figure agreed in writing beforehand.
